Financial Service Commission chief nominee Kim Byoung-hwan is a seasoned economic technocrat specialized in handling financial affairs and devising macroeconomic policies. Kim, currently the first vice finance minister, was named Thursday as the chief of the top financial regulator to replace Kim Joo-hyun. Born in 1971, Kim majored in economics at Seoul National University and passed the civil service exam in 1993. He received a master's degree from the University of Birmingham in 2005. Kim has spent most of his career as a public servant at the finance ministry dealing with financial and macroeconomic policies, and had experience of working for the Organization for Economic Cooperation and Development and the Inter-American Development Bank.
